Richland County Appearance Counts Contest Winners Receive Garden Party - 12/7/2009
Statement of Purpose
Richland County Council recognizes that good design enhances the quality of life for the citizens of the county and promotes economic development and tourism. With this understanding, the Appearance Commission was created to:
• Promote the sustainable beautification of private residential and commercial properties
• Identify and promote partnerships with other organizations to encourage projects with an emphasis on sustainability and beatification
• Offer landscape design assistance to the Richland County Buildings and Grounds department
• Make policy recommendations to County Council on issues of growth and development, including the protection and enhancement of the county’s natural resources.
• Investigate, coordinate, and undertake such other projects as may be assigned to the Commission by the Richland County Council
The Appearance Commission shall consist of thirteen (13) members, one member appointed by each Council Member to represent the 11 Council Districts, a Landscape Architect and a Horticulturist to be approved by the entire council. The term of the member of the Commission shall be coterminous with the term of the appointing Council Member. Provided, however, that if a vacancy shall occur on Council, the member of the Commission appointed by the vacating Council member shall complete his/her term. The Landscape architect and Horticulturist shall serve a four- year term.

| The Richland County Appearance Commission will seek to improve and enhance the overall appearance of Richland County. The Commission, appointed in whole by Council, shall consist of at least eleven (11) members: at least one member who is a landscape architect and one member who is a horticulturist; and the other members being interested citizens residing in the county. Members shall serve a term of four (4) years or until his or her successor is appointed. Appropriate representatives from the South Carolina Department of Transportation, City of Columbia, and Richland County will serve as an ex-officio member.
