Mission

To maintain county infrastructure, manage county assets, and provide technical services in an
environmentally friendly and fiscally responsible manner that enhances the quality of life in Richland County.

Engineering Divisions

Transportation New Development
Transportation is responsible for the facilitation and management of special transportation-related projects and, under the direction of the County Engineer, manages Capital Improvement Projects with the cooperation of other State and Federal agencies. This department also maintains an inventory of roads owned by the county and sponsors maintenance programs in a fiscally responsible manner. Contact: (803) 576-2423 New Development is responsible for reviewing all plans for storm water management to ensure that all requirements of Chapter 26 of the Land Development Ordinance are met. Also, the department is charged with enforcing all provisions of the storm water management and erosion and sediment control provisions of chapter 26 and other relevant laws and regulations relating to storm water management.
