The Office of Community Development was created to administer the Community Development Block Grant (CDBG) funds and the HOME Investment Grant (HOME) funds. These funds come from the U. S. Department of Housing and Urban Development. These funds primarily benefit the low and moderate income (LMI) population (neighborhoods) of the unincorporated areas of Richland County. (Low and moderate income population is defined as family household income 80% or below of the median area income) Click Here to see chart.

With these funds, the office provides affordable housing programs such as housing rehabilitation, emergency housing repair, rental rehabilitation, down payment/closing costs assistance, infrastructure programs, and neighborhood revitalization program.

Richland County’s CDBG allocation funds projects only in the unincorporated areas of the County. Incorporated towns and cities (Forest Acres, Arcadia Lakes, Town of Blythewood, Town of Irmo, and the Town of Eastover), are eligible to receive similar funds from the State of South Carolina Community Development Block Grant Program. Residents living in the city of Columbia must contact the Community Development Office at (803) 545-3373.

Community Development Office is committed to improving the quality of life for all citizens, in particular the low and moderate income citizens of Richland County through affordable housing and revitalization of the physical, social and economic infrastructure necessary to the well-being of neighborhoods/communities.
