Emergency Home Repair Program

EFFECTIVE IMMEDIATELY

This is a notice to the public in regards to the Richland County Community Development Emergency Repair (ER) Program. As of today, May 4, 2012, a temporary application freeze will go into effect. This temporary hold will allow our department to process the currently received ER applications. This freeze will be in effect until further notice. Thank you, the Richland County Community Development Department.

GOAL

To assist lower income homeowners to make repairs to their existing homes.

SOURCE OF FUNDS

Community Development Block Grant (“CDBG”)

LOAN AMOUNT

$19,999 (Loan may exceed $19,999. on a case by case basis, if determined to be necessary and feasible by Richland County.)

ELIGIBLE APPLICANTS

Must be qualified as a household of low to moderate income (Richland County must use HUD’s income limits which defines low to moderate income as 80% of the area median income with adjustments for household size – see attached HUD Income Limits). Owner must hold 100% interest in a fee simple title and have lived in the home as their primary place of residence for at least one year or more.

ELIGIBLE PROPERTIES

  • Location: Property must be located in an unincorporated area of Richland County.
  • Primary Residence: Applicant must own and occupy the property as their principal residence. Heir property and Life Estates must have all non-resident owners (persons whose name is on the deed but they do not live in the property or persons who granted the Life Estate) “quit claim” all ownership interest to the applicant/occupant.
  • Priority Projects: Properties with immediate life threatening conditions, as determined by County staff, will be considered a priority.
  • Single-family detached dwellings. Mobile homes are not eligible.
ELIGIBLE COSTS
  • Costs associated with correcting housing conditions that threaten the occupant's immediate health and safety. Emergency issues may include leaking roof, electrical hazards, structural failure, no working bathroom facilities, plumbing system failure and inadequate heat.
  • Costs associated with improving accessibility for the handicapped. Examples include, but are not limited to, ramps, lifts, grab bars, lowering countertops, widening doors and bathroom modifications.
LOAN DESCRIPTION
  • Interest Rate: 0%
  • Term: 5 years
  • Repayment: Deferred Forgivable Loan. This type of loan is interest free and requires no repayment as long as there is no change in ownership or occupancy for a period of five (5) years. If there is a change in the ownership or occupancy of the property a pro-rata portion of the loan is due in full. (Based on the rate of 1/60th forgiven each month)
