Five Year Consolidated Plan

In order for Richland County to get federal funds (CDBG/HOME), the County must complete a five year consolidated plan. This plan requires the County to get input for citizens, particularly the population it effects, the low and moderate income population, to prepare a plan to identify and prioritize local needs in the areas of affordable housing, neighborhood development, economic development, public services, and public works. This plan is updated each year in an annual action plan. For more information, contact the Community Development Office at 576-2230. To download the County’s 2007-2011 Consolidate Plan in PDF format, please click here.

Annual Action Plan

The Consolidated Plan is updated every year with an Annual Action Plan. This plan outlines the proposed projects that will be undertaken for the current program year. For more information, contact the Community Development Office at 576-2230. To download the Annual Action Plan in PDF format, please click here.

Consolidated Annual Performance and Evaluation Report (CAPER)

The Consolidated Annual Performance and Evaluation Report focuses on resources that were committed and expended during a specified period. For more information, contact the Community Development Office at 576-2230. To download the CAPER in PDF format, please click here.

Citizens Participation Plan

As a recipient of funds from the U.S. Department of Housing and Urban Development (HUD), Richland County Community Development is required to outline ways in which the citizens of Richland County can actively participate. For more information, contact the Community Development Office at 576-2230. To download the Citizens Participation Plan in PDF format, please click here.
