The Commission shall be appointed from the civic and business community and shall be composed of seven (7) persons, each of whose leadership has demonstrated an interest in the needs of the homeless population of central South Carolina. Four (4) members or the Commission shall be appointed by the County Council of the County of Richland, State of South Carolina. Three (3) of the members of the Commission shall be appointed by the Mayor and City Council of the City of Columbia. One (1) of the four members of the Commission appointed by the County of Richland shall be designee of the Consortium for Homelessness serving central South Carolina. The members shall serve for terms of three years and until their successors are appointed and qualified, except that the first appointments shall be as follows: three for 3 years, two for 2 years, and two for 1 year. No Commissioner for one (1) year following expiration of any full term of service as a Commissioner.
