Planned Payment Plan Frequently Asked Questions
Monthly payments are available for 2012 and 2013 property taxes. Vehicle tax bills cannot be paid by planned payments. We also accept payments toward next yearís tax payment (acting as an escrow agent for you).
How do I qualify to pay my tax bill by installments?
To pay a tax bill in planned payments, you must sign a contract with the Treasurerís Office stating you understand the terms and conditions that are involved.

What type of payments can you accept under the planned payment option?
Currently, we can accept checks by mail or in person; cash in person; or, by monthly bank draft. Credit/debit card payments cannot be accepted for this program at this time.
When do I make installment payments?
You can choose the timing of your payments and choose how many payments you will make when you enter into the signed contract. Payments after January 15 are subject to penalties established by state law. All payments required to pay your entire 2012 tax bill must be received prior to September 30, 2013.
Can I pay by debit or credit card?
No. Card payments are not available.
Can I make an internet or pay by phone?
No. Internet and phone payments are not available.
Will penalties add to my tax bill?
Yes. A payment plan does not stop penalties and fees because those are established by state law. Penalties will be added as shown on your tax bill. Execution costs are added in May 2013.
Is there a charge for making monthly payments?
No. Our payment program is a free service provided by Richland County Treasury. But the same penalties that apply to any unpaid tax bill will apply.
Will I receive delinquent notifications after I start making monthly payments?
Yes. Planned payments do not stop notifications required by state law (execution notice, certified letter, property being posted).
What happens if I cannot completely pay my tax bill by September?
The tax bill must be paid in full by September 30, 2013. If not paid in full, the amount paid will be refunded and you will be responsible for paying your tax bill in one lump sum prior to the property going to tax sale.
Do I have to make payments until September?
No. You can finish your tax bill as soon as you would like. The earlier in the year that you finish, the fewer penalties you will be charged.
