Town and Country: Step 2, Updating the Land Development Code

What is the Land Development Code?
It is a set of regulations designed to guide land use and development throughout the County.

Why should it be updated?
The code has not been updated since 1977, although much has changed in the last 25 years. For example,
there are a number of new state and federal regulations with which Richland County must now comply. The
updated Land Development Code seeks to address a number of issues that citizens have brought to the
attention of the County over the years, such as transportation, community appearance, conservation,
water quality and affordable housing.

How will the code be updated?
The proposed updates are not yet law and have not been approved by the Richland County Planning Commission
or County Council. Your participation in the process will ensure that our elected officials consider your
concerns in drafting final updates to the code. Please plan to attend the public information meeting scheduled
for your area. The purposes of the public information meetings are to provide you with an overview of the proposed
updates to the Land Development Code and to educate you as to the legal process and how you may participate.

Where is more information available?
The proposed revisions are available at the Richland County Library or the links to the right or call the Richland
County Office of Public Information at 803-576-2065. Copies of the proposed Code are available at the County Administration
Building, 2020 Hampton Street, Columbia, in Planning and Development Services on the first floor. There is a $5.00
copying fee for the 252 page document.

The Planning Commission, as of 12/31/03, transmitted its recommended draft Land Development Code to the County Council
for their consideration, except for the Landscaping Standards, Section 26-176. As of 2/13/04, the Commission transmitted
its recommended Landscaping Standards, Section 26-176, to County Council, except for Table VII-8, which the Commission
plans to forward to Council in March.
